CASE #: <br /> <br />DISCUSSION OF SPEED HUMPS ON DYSPROSIUM STREET N.W. · <br /> By: Steve Jankowski, City Engineer <br /> <br />Background: <br /> <br />On December 21, 1999, the Public Works Committee had a discussion on a <br />correspondence received from MnDOT regarding Dysprosium Street N.W. speed hump <br />removal. In the correspondence received by MnDOT, State A/d funding MI1 not be <br />approved on any projects of this route and the City will not be allowed to collect needs <br />currently allocated on this route. Recently staff' was contacted once again by the State <br />Aid Office of the Minnesota Department of' Transportation, regarding the City's position <br />on the removal of these humps. <br /> <br />At this time, we have several State Aid projects for which we will be requesting payment <br />from our construction account. The mechanism MnDOT has for exacting payment from <br />the payback resulting from decertifying Dysprosium Street N.W. from our MSA system <br />would be to deduct payment due from the City on an existing State Aid project. Attached <br />for your review are the following: <br /> <br />1. PuNic Works Committee Case and Meeting Minutes Dated November 16, <br /> 1999 <br />2. City Council Meeting Minutes Dated November 23, 1999 <br />3. Mn_DOT Correspondence Dated December 1, I999 <br />4. Public Works Committee Case and Meeting Minutes Dated December 21, <br /> 1999 <br />5. City Council Meeting Minutes Dated January 25, 2000 <br />6. Sketch Showing Traffic Calming Options <br /> <br />Discussion: <br /> <br />At this point, the City should take some action. Either we may: <br />· Remove the speed humps along Dysprosium Street N.W and inform the residents for <br /> the reason for their removal. <br />· Respond to Mn_Dot contenting that the speed humps do not interfere with the ability <br /> of Dysprosium Street N.W to function as a collector street and request to review of <br /> M2Dot's authority to require removal of the humps in there. I have delivered the <br /> easement to the City Attorney for recording at the time of this writing. <br />· Determine whether the City wishes to purse alternative traffic calming measures. <br /> <br />Recommendation: <br /> <br />Since the City risks losing approximately $128,000 (which is the estimated payback, if <br />Dysprosium Street N.W is decertified as an MSA road). Staff recommends we respond <br />to MnDOT required removal of speed humps. <br /> <br /> <br />
