-52-

Councilmember Hendriksen suggested breaking the issue down into two questions: 1) If there
wiI1 be a sidewalk along Sunwood Drive; and, 2) Which side of the street the sidewalk would be
located.

Consensus of the majority of the Council was that there should be a sidewalk along Sunwood
Drive.

Councilmember Hendr/ksen stated that he was going to abstain from voting on the issue.

Motion by Councilmember Hendr/ksen, seconded by Councilmember Connolly, to construct a
trail on the north side of Sunwood Drive.

Further discussion: Councilmember Cormolly suggested having a mediator meet with the
residents to make the decision as to which side the sidewalk should be located. Mayor Gamec
replied that the Council needs to make a decision because the residents have been through
enough. Councilmember Connolly replied that the residents have been there for seven years and
want a decision that will have the least amount of impact on the residents. Mayor Gamec
inquired if she was suggesting that the whole trail system should be revised. Councilmember
Cormolly replied yes when it includes something as large as Lord of Life. She inquired if it
would be possible to work with the amount of setback. Mayor Gamec replied yes, stating that he
feels there shouId be a sinai1 green area, the sidewalk, and then trees on the other side of' the
sidewalk to prevent damage to the trees fi.om the snowplows. Councilmember Anderson
questioned what is in the books regarding the location of the sidewalk. Mayor Gamec replied
that technically no action has been taken. City Administrator Norman explained that plans and
specs were prepared to construct the trail on the south side of Sunwood Drive, but Council
reserved the right to change those plans.

Motion failed.
Councilmembers
Hendriksen.

Voting Yes: Mayor Gamec, and Councilmember Anderson. Voting No:
Connotly and Councilmember Zimmerman. Abstained: Councilmember

Motion by Councilmember Zimmerman to construct the sidewalk on the south side of Sunwood
Drive.

Motion failed due to the tack of a second.

Ms. Kalstabakken stated that she is uncomfortable that a Councilmember is not voting because of
a rumor.

Councilmember Hendriksen replied that a rumor has gone around that he committed to the
Katstabakkens that the sidewalk would be placed on the south side of Sunwood Drive and for
that reason he will not vote on the issue.

City Council/June 27, 2000
