Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman, <br />Anderson, and Connolly. voting No: None. <br /> <br />Case #14: <br /> <br />Authorize Staff to Schedule and Work with Individual Contractors to <br />Continue with the Old Town Hall Renovation Project <br /> <br />City Administrator Norman stated that the City of Ramsey began the process of renovating the <br />Old Town Hall when First State Bank of Isanti purchased the parcel and subdivided that portion <br />from what ultimately became Landmark Bank. The purchase price of the lot, $80,000, was set <br />aside by the City for the restoration of the Old Town Hall. Additionally, the Minnesota <br />HistoricaI society awarded the City with a grant in the amount of $16,000 to be used to complete <br />repair work that needed to be done on the exterior of the building. In 1.996, the City received an <br />initial payment of $12,800 or 80% of the grant with the remaining to be received upon <br />completion of the project. The City Council at that time also indicated a willingness to allocate a <br />portion of the City's CDBG funds for the project as well. But upon learning that the restoration <br />of Old Town Hall was not a qualifying project, the proposed allocation of CDBG monies was <br />withdrawn. Based on input from KKE Architects and B.C.F Construction, an estimate of work <br />to be done was submitted to the City by B.C.F Construction in late 1996. It was origi_nalIy <br />determined that it would cost $117,537 to completely renovate and restore the Old Town Hall. <br />The City had escrowed the above-mentioned funds, giving the City approximately $92,800 for <br />the project. The grant that the City received from the Minnesota Historical Society was <br />specifically designated for exterior renovation. At this point, the Minnesota Historical Society is <br />requesting that the City work as promised at the time the grant was requested or return the <br />money. They are also seeking information about the City's plans for using the Old Town Hall. <br />Estimates to complete the remaining restoration work will be market driven, especially during <br />these favorable economic times. Staffproposed that because of this situation, they be authorized <br />to act as the construction manager on this project and hire out specific jobs according to a <br />prioritized listing of' work that remains to be finished. Much of this work, i,e., roofing, tuck- <br />pointing, electrical, and HVAC will require individual contractors or specific trades. Staff is <br />looking to utilize several local contractors to complete the restoration of Old Town Hall. Once <br />staff receives a quote for the work to be done they would be brou~t to the City Council for <br />approval. Possibte funds for the completion of the Old Town Hall project are anticipated to <br />come from the repayments from the City of Anoka as the result of the utility r/ght-of-way <br />easement granted them by the City of Ramsey. <br /> <br />Motion by Councilmember Connolly, seconded by Councilmember Hendr/ksen, to approve <br />Staff's recommendation to act as the construction manager to prioritize, schedule and hire local <br />individual contractors and trades for the completion of the restoration project for the Old Town <br />Hall and explore the possibility of the building trade to do some of the restoration. <br /> <br />Further discussion: Councilmember Zimmerman questioned the budget for the project.
