that the residents came to the meeting with a proposal of a four-foot sidewalk adjacent to the
curbing. After further discussion the majority consensus was to have a three to five foot
boardwalk, but noted that his house and the Kalstabakken's home are only 35 feet fi.om the
street. He requested that the Council consider a zero to five-foot boulevard range to be
determined by the residents and staff. He stated that he was in favor of the construction of the
sidewalk on both sides.

Director of Public Works/Fire Chief Kapler explained that the consensus of 9 out of 12 residents
was to construct a three to five foot boulevard to be determined on a block by block basis
working independently with the komeowners.

Councilmember Hendriksen suggested considering placing the sidewalk adjacent to the curbing
in the location of the westbound fight turn lane.

City Engineer Olson replied that Ms. Kalstabakken made a similar 'request during the
neighborhood meeting. He explained that the goal at the meeting was to come away with a
majority consensus and that was to construct the three to five foot boulevard.

Councilmember Hendriksen replied that where the road is wider it would make more sense to
keep the sidewalk adjacent to the curbing since it would be the same encroachment as the other
property owners.

City Engineer Olson stated that the last comment he heard from one resident was that she did not
care about the boulevard as long as everyone was treated the same.

Councilmember Anderson stated that there needs to be some snow storage and somehow this lxas
to match with the other side of Sunwood Drive across from C.R. #5.

City Engineer Olson stated that it would be difficult to maintain a sidewalk adjacent to the
curbing.

Joyce Kalstabakken, 5571 Sunwood Drive NW, Ramsey, stated that she has mixed feelings
regarding the boulevard. The sidewalk wilI be placed in their front yard and cross their
driveway. If the sidewalk were constructed adjacent to the curbing it would allow them more
viewing distance. She requested that. the Council work with everyone in the neighborhood
affected by the sidewalk.

Motion by Mayor Gamec, seconded by Councilmember Zimmerman, to approve staff's
recommendation of the construction of sidewalks along Sunwood Drive with further review of
the location of the sidewalk on the Kalstabakkens property.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Anderson,
Connolly, and Hendriksen. Voting No: None.

City Council/July 11, 2000
