-84- <br /> <br />Mr. Hanson presented pictures of the Ace Waste Solid Waste site. <br /> <br />Mayor Gamec requested that Mr. Hanson submit any inquires to the City Attorney in written <br />form regarding the Ace Solid Waste site. <br /> <br />Bruce Bacon stated that he is a landowner in the northern metro and has worked on establishing <br />the storm drainage utility. He suggested that the Council should consider the way a property is <br />zoned when they are determining the rate for residential properties. <br /> <br />City Engineer Olson replied that if zoning were to be used on residential properties the rural <br />properties owners would pay a much higher rate because currently ali residential properties are <br />assumed to be ~A acre. <br /> <br />Mr. Hanson questioned the runoff on his property. <br /> <br />City Engineer Olson stated that he would be willing to meet with Mr. Hanson during a heavy <br />rainfall to view where the water drains from his property. <br /> <br />Motion by Councilmember Connolly, seconded by Councilmember Anderson, to adopt <br />Resolution//00-07-t72 approving the credits available for the storm drainage utility with staff <br />working with the City Attorney on the proper wording. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Connolly, Anderson, Hendriksen, <br />and Zimmerman. Voting No: None. <br /> <br />Case #5: <br /> <br />Introduce Ordinance Amending Section 4.08 of the City Code, Which Section <br />4.80 is Entitled "Storm Drainage UtiIity" <br /> <br />City, Engineer Olson stated that on November 23, 1999, the City Council introduced an <br />ordinance creating a storm drainage utility. The utility was adopted on January 11, 2000. On <br />June 27, 2000, the City Council adopted a resolution establishing the storm drainage utility fees <br />by amending the 2000 schedule of rates, fees and charges. The changes required of the ordinance <br />are clerical in nature and are needed to ensure clarification of the existing ordinance. A new <br />subdivision 2 was created which defines the term Residential Equivalent Unit ("REU"). Runoff <br />from a typical one-half acre lot, single-family dwelling with a standard five-year storm is used to <br />determine both the Residential Equivalent Factor ("REF") and the REU. <br /> <br />City Attorney Goodrich noted that "4.80.02 Subdivision 3" should be added to Section 1. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Hendriksen, to introduce an <br />ordinance which is an amendment to section 4.80 of the City Code, which section 4.80 is entitled <br />"storm drainage utility" and which was adopted pursuant to City Ordinance 00-01., as amended. <br /> <br />City Council/July 11, 2000 <br /> Page 9 of 15 <br /> <br /> <br />
