-86- <br /> <br />City Engineer Jankowski stated that the second issue concerns the phasing plan of the <br />prosecution of the work. The plan was for T.FI. #47 to be constructed under a phased scheme <br />with the highway in service throughout the construction. Within the vicinity of the intersection <br />of C.R. #5 it has become apparent that the phasing plan cannot be constructed as planned for <br />technical reasons primarily relating to the gear changes in gades between C.R. #5 and T.Fi. #4'7. <br />Two alternatives could be considered resolving this. The first alternative would be to revise the <br />phasing plan by adding more phases to the project in order to keep T.FI. #4? open for the <br />duration of the construction. However this alternative would cost approximately $40,000 to <br />$50,000..A second option, preferred both by staff and the contractor, would be to temporarily <br />close T.H. #47 north of the intersection of C.R. #$. This alternative would be done without <br />additional costs to the City. The contractor would need to provide a minor amount of additional <br />traffic control signage. The closing, would last approximately two weeks, but would have the <br />benefit of allowing the project to be completed more speedily than the first alternative and would <br />also have the additional benefit of ensuring better quality of work, since crossings can be <br />completed in their entirety instead of half at a time. Since most of the traffic already appears to <br />be avoiding T.H. #47 in favor of C.R. #5, staff felt the second alternative may have minimal <br />impact on the traveling public. <br /> <br />Mayor Gamec inquired as to when.they would anticipate the closure. <br /> <br />City Engineer .rankowski replied approximately three weeks. <br /> <br />Councilmember Hendriksen stated that when a project is bid to be constructed under traffic it <br />typically costs more and if the contractor submitted a bid they accepted the contract under traffic. <br />The contractor should either do the work with T.H. #47 open or give some money back to the <br />City. <br /> <br />City Engineer fankowski explained that the project cannot be constructed the way the plans were <br />prepared. The construction manager was certain that they were not going to be able to put down <br />asphalt and direct traffic because of ~uts that need to be made. He stated that it would be <br />possible to point out the error in the plan and request a deduct in the project. <br /> <br />Councilmember Connolly inquired if it was the same engineer that missed the additional utilities <br />that would have to be moved at the City's expense. <br /> <br />City Engineer Jankowski replied yes. <br /> <br />Mayor Gamec inquired if residents will be able to get access from 151'* Avenue and 149th <br />Avenue. <br /> <br />City Engineer Jmtkowski explained that there would be a full closure at C.R.. #5 and up to 600 <br />feet which should not impact any access to resident/al property. <br /> <br />City Council/July 11, 2000 <br />Page 11 of 15 <br /> <br /> <br />
