3. The City discourages the inclusion of policies that hamper economic development, <br />redevelopment, and property rights of existing property owners along the river within the <br />context of existing ordinances, conditions and municipal plans and policies; and <br />4. The city encourages the DNR to strike a balance that preserves and enhances the <br />environmental, cultural, recreational, and economic functions of the Mississippi River. <br />The motion for the adoption of the foregoing resolution was duly seconded by Councilmember Elvig, and <br />upon vote being taken thereon, the following voted in favor thereof: <br />Mayor Ramsey <br />Councilmember Elvig <br />Councilmember Dehen <br />Councilmember Jeffrey <br />Councilmember Look <br />Councilmember McGlone <br />Councilmember Wise <br />and the following voted against the same: <br />None <br />and the following abstained: <br />None <br />and the following were absent: <br />None <br />whereupon said resolution was declared duly passed and adopted by the Ramsey City Council this the 26 <br />day of October, 2010. <br />Resolution #10 -10 -243 <br />Page 2 of 2 <br />
