CC Work Session <br />Date: 03/08/2011 <br />By: Kurt Ulrich <br />Administrative Services <br />Title: <br />Go -Kart Track Proposal <br />Background: <br />This proposal was presented at a previous Council work session and staff was instructed to continue discussions <br />regarding this project. The project proposes to construct a go -kart track at the former Oasis Market site at the <br />North West corner of Armstrong and Highway 10. In exchange for the use of this City -owned land, and a City <br />contribution of approximately $8,000 (see attached schedule of costs and in -kind contributions) in upfront capital <br />costs, the operator, Karl Jenson of "Power by Karl" would share 50% of the net profit from the operation with the <br />City, to be used to fund the Happy Days event. <br />Notification: <br />This project is subject to an interim use permit in accordance with the following schedule: <br />INTERIM USE PERMIT (IUP) REVIEW CALENDAR <br />Option 1 -April Planning Commission <br />Application Deadline (March 7) <br />Planning Commission (April 7) <br />City Council (April 26) <br />Execution of Agreement /Documents to follow <br />Option 2 -May Planning Commission <br />Application Deadline (April 5) <br />Planning Commission May 5) <br />City Council (May 24) <br />Execution of Agreement /Documents to follow <br />Information <br />Notes: <br />City Code requires 10 days between PC and CC <br />Agenda for CC on 2nd Tuesday is already published by the time PC meets each month <br />Could consider moving the date of the April PC- requires that we have a quorum of members <br />Item #: 2. 1. <br />Observations: <br />This project will have a potential impact on neighboring properties within the surrounding area, including the <br />COR. Concerns that will need to be addressed include land use, aesthetics, noise, dust, parking and traffic. <br />Recommendation: <br />If this appears to be an acceptable concept with the Council, staff would draft a written agreement and proceed with <br />the IUP process. The applicant has requested waiver of some of the permit fees based upon the joint partnership <br />with the City. <br />
