Further discussion took place regarding requesting extensions and quotes. Chairperson Elvig <br />requested the item be brought back to the committee for further discussion. <br />Motion carried. Voting <br />No: None. <br />Case #2: Consider "Self- Serve" Canoe and Kayak Access for Sunfish Lake Park and <br />Public Bikes for the COR <br />Parks Supervisor Riverblood reviewed the staff report. <br />Councilmember Backous requested clarification on how the swipe card would work. He <br />expressed concern with liability and recommended Staff research liability. <br />Councilmember Elvig suggested looking at other ways to obtain bikes to make sure the City is <br />spending funds and resources wisely. <br />Ms. Lund commented the credit card options should be researched. <br />Mr. Riverblood noted this program would only be for day use. There would be safeguards in <br />place relating to safety and liability. <br />Motion by Councilmember Elvig, seconded by Councilmember Backous, to recommend the City <br />Council approve funding of the self -serve canoe and kayak system at a not -to- exceed amount of <br />$9,000 from the Park Trust Fund, and apply $5,000 in SHIP monies to the canoes and kayaks <br />first, with the public bicycle system as remaining funds allow. <br />Further discussion: Councilmember Elvig requested Ms. Lund conduct research on credit card <br />options. Councilmember Backous recommended research is conducted regarding liability. <br />Motion carried. Voting Yes: Chairperson Elvig, Councilmembers Backous and Wise. Voting <br />No: None. <br />Case #3: Review of Budgets — EDA, Enterprise & General Fund <br />Finance Director Lund reviewed the staff report. <br />Motion by Councilmember Backous, seconded by Councilmember Wise, to accept the budgets <br />for EDA, Enterprise and General Fund. <br />Motion carried.
