Chris Anderson, Environmental Coordinator and staff liaison for the Environmental Policy <br />Board was present to discuss with the Commission the Emerald Ash Borer Management Plan. <br />He stated in the event this invasive pest should arrive in the City this is being brought forth to <br />the Commission being that it does affect park land and park trees. <br />Chris Anderson gave a demonstration of Emerald Ash Borer and is asking for any questions or <br />feedback. <br />Chairperson Shryock clarified that what is being talked about is creating an inventory and this <br />wouldn't eliminate trees but monitor them and when they are in poor or fair condition then <br />would be the time to address the issue. <br />Commissioner Bennett asked would it be without a confirmed infection if they were in fair or <br />poor condition and would it potentially be targeted. <br />Chris Anderson responded yes, but we would be somewhat subject to the Department of <br />Agriculture's requirements and they have the authority to issue a quarantine which restricts the <br />movements of hardwoods and what we are discussing is without the presence or confirmation of <br />emerald ash borer. <br />Commissioner Barr asked if there is a way in discussing in developments or with a developer <br />when they have covenants to not put in these specific trees. <br />Chris Anderson responded through the landscape development review plan process we have a <br />chance to comment on that. <br />No action needed, for informational purposes only. <br />Case #2 Discuss 2011 Parks Capital Improvement Projects <br />Park Supervisor Mark Riverblood summarized the 2011 Capital Improvement Program. <br />Chairperson Shryock commented Riverdale Park is a good advantage with a new trail system. <br />Chairperson Shryock expressed the Elmcrest Park building and playground was an important <br />project that would bring more people into the park and that will help facilitate surrounding <br />businesses. <br />Chairperson Shryock asked how many parking stalls will be put in at Rhinestone Commons. <br />Park Supervisor Mark Riverblood didn't have an exact number yet. <br />Chairperson Shryock asked what the trust fund dollars are currently. <br />Park Supervisor Mark Riverblood answered about 3.6 million. <br />Motion by Commissioner Fyten, seconded by Commissioner Bennett to proceed with the 2011 <br />Parks Capital Improvements as presented. <br />Park and Recreation Commission /February 10, 2011 <br />Page 2 of 3 <br />
