Councilmember Elvig introduced the following resolution and moved for its adoption: <br />RESOLUTION #11 -01 -025 <br />RESOLUTION TO ENTER INTO A RESIDENTIAL RECYCLING PROGRAM <br />AGREEMENT TO RECEIVE SCORE FUNDS FOR 2011 <br />WHEREAS, Anoka County annually receives funding from the Solid Waste <br />Management Coordinating Board and the State of Minnesota pursuant to Minn Stat. § <br />115A.557. This funding is provided by the Select Committee On Recycling and the <br />Environment (SCORE). <br />WHEREAS, Anoka County distributes the SCORE funds amongst municipalities <br />using the following formula: a base allocation of $10,000 plus $5.05 per household. <br />WHEREAS, the City of Ramsey's allocation of SCORE funds for 2011 would be <br />$50,278.80. <br />WHEREAS, should Anoka County not receive the spring SCORE payment, or if <br />it is reduced, the City's total allocation of SCORE funds may be reduced accordingly. <br />WHEREAS, the Anoka County Board of Commissioners annually sets recycling <br />goals for municipalities to achieve; and <br />WHEREAS, the City of Ramsey's recycling goal for 2011 is 2,036.30 tons. <br />WHEREAS, Anoka County wishes to assist municipalities in meeting the <br />recycling goals established by the Anoka County Board of Commissioners by providing <br />SCORE funds to cities for solid waste recycling programs; and <br />WHEREAS, the SCORE funding can be and previously has been used to <br />implement various components of the City's recycling program including: recycling and <br />waste reduction education and awareness activities, notifying new residents of Ramsey's <br />recycling program, spring and fall recycle day events, and to fund the recycling <br />coordinator position; and <br />WHEREAS, in order to receive SCORE funds, the City of Ramsey must enter <br />into a Residential Recycling Program Agreement with Anoka County. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1) That the Mayor is hereby authorized to sign the Agreement for Residential <br />Recycling Program between the City of Ramsey and Anoka County to receive <br />SCORE funds. <br />
