Goodrich, City Attorney <br /> <br /> Background: <br /> <br /> At its meeting on September 6, 2000, the Ramsey Charter Commission proposed that the City <br /> Charter be amended to provide that the number of Councilmembers be increased from four to six <br /> members. Because the procedure from this point on is mandated by the relevant State Statutes, the <br /> City Council has little discretionary attthority. In brief, the procedure is as follows: <br /> <br /> The proposed amendment has been delivered to the City Administrator and, therefore, from that <br /> point on: <br /> <br />I. The Council shall cause the proposed amendment to be submitted at the next general <br /> election, which is November 7, 2000. <br /> <br />2. The Council must give notice of the ballot question by two week's published notice. <br /> <br />3. The Council shall fix the form of the ballot. Attached is the form of the ballot staff is <br /> suggesting for your review. <br /> <br />See attached memorandum for further detail on this procedure. <br /> <br />The following items are enclosed: <br /> <br /> 1. Procedural Memorandum from the City Attorney <br /> <br />2. Suggested form of the ballot <br /> <br />Recommendation: <br /> <br />Staff recommends, as required by State Statute that: <br /> <br />1. The Council direct that the proposed amendment question be placed on the November 7, <br /> 2000 ballot; <br /> <br />2. That the Deputy Clerk cause the question to be advertised according to law; and <br /> <br />3. That the form of the ballot be pursuant to that presented and herein as may be amended by <br /> the Council at this meeting. <br /> <br />-181- <br /> <br /> <br />
