CASE # <br /> <br />COMPREHENSIVE PLAN STORM WATER MANAGEMENT PLAN <br />By: James E. Norman, City Administrator and <br /> Brian Olson, City Engineer <br /> <br />Background: <br /> <br />City staff recently were made aware of a comprehensive plan requirement that the City complete <br />a local surface water management plan consistent with Minnesota State Law under Minnesota <br />Rules 8410.0160. The Lower Rum River Watershed Management Organization (WMO) <br />prepared a Comprehensive Watershed Plan in the fall of 1998. The Metropolitan Council is <br />requiring the City to complete its local surface water management plan consistent with the WMO <br />plan in order to begin the review process of the City's Comprehensive Plan. <br /> <br />Staff discussed the matter with the City Council during the work session of September 5, 2000, <br />and was directed to draft a letter stating that the City.would adopt the WMO Comprehensive <br />Watershed Plan. During discussions with Metropolitan Council staff through the remainder of <br />the week, it has become apparent that the City may be required to formally adopt the WMO <br />Comprehensive Watershed Plan or take some other action to satisfy the completeness review <br />process of the City's Comprehensive Plan. Staff was still in discussion with the Metropolitan <br />Council staff at the writing of the Council agenda and we plan to make a recommendation during <br />the Council meeting of September 13, 2000.
