CASE #

AWARD CONTRACT FOR IMPROVEMENT PROJECT #99-67, MISSISSIPPI RIVER
STORMWATER SUBDRAINAGE DISTRICT NO. 1
By: Steven J. Jankowski, City Engineer

Background:

On Wednesday, September 6, 2000, bids were opened for Improvement Project #99-67,
Mississippi River Stormwater Subdrainage District No. 1. This project involves the installation
of storm sewer for the area between County Road #57 and the eastern city limits north of Trunk
Highway #10 N.W. Because several utility easements need to be acquired for the portion of the
project west of the Zitco property, this project has been formatted such that completion of the
eastern half of the project will occur this fall while the remaining portion will be completed
during spring of 2001. This will allow adequate time to obtain the necessary easement for the
western half through eminent domain procedures which have been initiated. Attached to this
case is a copy of the Capital Improvement Program sheets describing the project and its
justifications.

Eleven bids were received on Wednesday, September 6, 2000, a summary of the bidding is as
follows:

Bidder Amount of Bid

Meadowvale Construction
Northdale Construction
Barbarossa and Sons, Inc.
Burschville Construction
W. B. Miller
Dave Perkins Contracting
S. R. Weidema, Inc.
Richard Knutson, Inc.
Volk Sewer & Water
Randy Kramer Excavating
Lametti & Sons, Inc.

$294,128.00
$317,128.24
$336,525.35
$348.276.85
$353.186.50
$356.949.50
$372.698.76
$373.777.22
$392.393.55
$397.770.05
$448.715.15

The lowest bid was submitted from Meadowvale Construction in the amount of $294,128.
Attached to this case is a letter from Project Engineer recommending award of this project to
Meadowvale Construction.

Recommendation:

Staff recommends motion to adopt resolution awarding the contract for Improvement Project
#99-67, Mississippi River Stormwater Subdrainage District No. 1 to the lowest responsible
bidder, Meadowvale Construction in the amount of $294,128.

-207-
