CASE

!

I
I
I
I
I
I
:1
I
i
I
I
I
I
I
t

AWARD CONTRACT FOR IMPROVEMENT PROJECT #99-51,153rd AVENUE
N.W./155th Avenue N.W. Extension
By: Steven J. Jankowski, City Engineer

Background:

Attached to this case is a copy of the Capital Improvement Program sheet containing the project
description and .justification. On Wednesday, September 6, 2000, bids were opened for
Improvement Project #99-51, 153rd Avenue N.W./155th Avenue N.W. Extension. A summary of
the bidding is as follows:

Bidder Amount of Bid

Forest Lake Contracting, Inc.
Dresel Contracting, Inc.
Hardrives, Inc.
W. B. Miller
Richard Knutson, Inc.
S. R. Weidema

$716,399.48
$733,643.38
$757,419.65
$816,499.90
$822,636.25
$876,998.79

Engineers Estimate

$807,000.00

The low bid submitted from Forest Lake Contracting is over $90,000 below the engineers
estimate of $807,000. This low bid represents a very attractive contract pr/ce for this project. To
facilitate this project seven property parcels needed to be acquired. To date, the City has
acquired six of the seven parcels at the total cost of $124,719. The single remaining parcel needs
to be obtained from owner Reginald Vasseur. The City has extended an offer to Mr. Vasseur in
the amount of $54,200. Mr. Vasseur has not responded to this offer after repeated attempts by
the City's negotiator to contact him.

Recommendation:

It is staff's recommendation that project not be let until the City has obtained access to the entire
project site which include, Mr. Vasseur's property. I will be attempting to contact Mr. Vasseur
personally before the Council meeting to ascertain his position on the offer.

Council Action:

Based upon status of final parcel.

Reviewed by:

City Attorney
Director of Public Works
Finance Officer

CC: 09/12/00

-221-
