CASE # <br /> <br />AUTHORIZATION OF PHASE II FEASIBILITY STUDY FOR <br />CO-CITIES COMMUNITY CENTER <br /> By: James E. Norman, City Administrator <br /> <br />Background: <br /> <br />A feasibility study was performed to study the concept of a tri-community center and was <br />presented in January 2000. The study was directed by an informal partnership that was made up <br />of the cities of Anoka, Andover, and Ramsey, along with the Anoka-Hennepin School District. <br />With the completion of the first phase of the study, it was determined that a phase II would be <br />necessary to provide answers to such questions as to citizens support, where it would be <br />constructed, and the makeup of the partnership. The cities received a proposal for the phase II <br />from BWBR Architects in June 2000. The City of Anoka decided to not participate in the <br />second phase of the feasibility study. <br /> <br />The City of Andover agreed during a meeting on August 1, to participate in the phase II of the <br />co-cities community center feasibility study if the City of Ramsey would particdpate. The City <br />Council discussed the matter during a work session held on August 29, 2000, and agreed to place <br />the item on the agenda for consideration. <br /> <br />Observations: <br /> <br />During the discussion at the Council work session, the City Council indicated that the citizen's <br />survey portion of the feasibility study would have additional benefit beyond the feasibility of a <br />community center. The Council directed staff to determine if additional questions could be <br />added to the citizen's survey and that the survey results be community-specific. Staff has <br />discussed the matter with BWBR Architects and they have acknowledged that the survey could <br />be structured in that manner. <br /> <br />Financing for the Phase II of the feasibility study would come from the Council Contingency <br />Fund. <br /> <br />Council Action: <br /> <br />Motion to authorize execution of an agreement with BWBR Architects for Phase II feasibility <br />study for a co-cities community center contingent upon participation by the City of Amdover. <br /> <br />Reviewed by: <br /> <br />Copies also distributed to: <br /> <br />City Administrator <br />Finance Officer <br /> <br />Assistant City Administrator <br />City Attorney <br /> <br />CC: 09/13/00 <br /> <br />6 <br /> <br />-225- <br /> <br /> <br />
