I <br /> I <br /> I <br /> I <br />I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br />l <br />I <br /> <br />PC CASE <br /> <br />CONSIDER REVISING POLICE RECORDS MANAGER JOB DESCRIPTION TO <br />CREATE OFFICE SUPERVISOR POSITION <br /> By: Rhonda Heryla, Human Resources Manager <br /> <br />Background: <br />On September 5, 2000, staff informed the City Council that Arlene Stafford, Police Records <br />Manager, had submitted her resignation effective November 1, 2000. Following Ms. <br />Stafford's resignation, the Police Chief indicated he would like to take the opportunity to <br />review the responsibilities of the Police Records Manager position and review how a revised <br />position might better suit the changing needs of the Department. Based on his review, staff is <br />recommending revising the position of Police Records Manager to become a supervisory, <br />confidential position with the title of Office Supervisor. <br /> <br />Observations: <br /> <br />In reviewing similar positions from other departments, three major areas were identified <br />where a revised position, such as an Office Supervisor, would improve the operations of the <br />Police Department: <br /> <br />Supervision Of Clerical Staff and Management Of The Office <br />Currently Sergeant Dwyer supervises the clerical staff and manages the needs of the office. <br />Using the Sergeant in this capacity does not utilize his skills as a patrol officer and takes him <br />away from his primary duties as a Sergeant. An Office Supervisor would be more directly <br />involved in the workflow and record-keeping of the clerical staff and would be better able to <br />manage the clerical staff in their activities. <br /> <br />Confidential Secretary To Chief Of Police And Police Personnel <br />Currently the Police Records Manager position has not been classified as confidential nor <br />have the corresponding job assignments. Any records, documents, or reports of a confidential <br />nature have been forwarded to the Deputy City Clerk. An Office Supervisor would be <br />considered a confidential employee and therefore assist the Chief of Police and other Police <br />Personnel in the preparation of confidential materials. This proposed change would exclude <br />the position from the union. <br /> <br />Resource For Computers and Information Systems <br />Currently any problems with computers, information systems, or office equipment are <br />handled by one of the Sergeants. Again this responsibility fails to utilize the Sergeant's skills <br />and takes him away from his primary duties. An Office Supervisor would be expected to <br />either have some of the necessary skills to address computer and equipment complaints <br />effectively or to work with the contracted MIS staff to arrive at solutions. In addition, this <br />proposed position would work with required software and utilize it to effectively manage the <br /> <br />-239- <br /> <br /> <br />
