CEL4PTER 9 COMMITTEE <br />CITY OF RAMSEY <br />ANOKA COUNTY <br /> STATE OF MINNESOTA <br /> <br />The Ramsey Chapter 9 Committee conducted a work session on Thursday, August 24, 2000, at <br />the Ramsey Municipal Center, 15153 Nov,then Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Planning Commissioner Chris Dempsey <br />Councilmember Margaret Connolly <br />Councilmember Terry Hendriksen <br />Planning Commissioner Michael Nixt <br />Councilmember Gerald Zimmerman <br /> <br />Also Present: <br /> <br />Community Development Director Sylvia Frolik <br />Conmaunity Development Assistant Megan Wald <br />Hoising'ton Koegler Consultant Loren Gordon <br /> <br />The Chapter 9 Committee was called to order at 6:15 p.m. <br /> <br />DISCUSSION <br /> <br />Hoisin~on Koegler Consultant Gordon stated that the two objectives for the meeting were to <br />review the deficiencies of the code and continue discussion on the density transition ordinance. <br />He stated that sections 9.01.01-9.01.06 are administrative and procedural areas that are sound, <br />Section 9.01.07, Enforcement of Penalties, he suggested making reference to Statute or fee <br />imposed. Section 9.02, Definitions, as other areas of the code are updated, the del'tuitions will <br />need to be referred to and updated as needed to ensure the content and interpretation are <br />accurately represented. Mr. Gordon also recommending identifying the definitions with a <br />numbering system. <br /> <br />Hoisington Koegler Consultant Gordon noted that sections 9.03.01, 9.03.02, and 9.03.03 are all <br />sound. <br /> <br />Hoisington Koegler Consultant Gordon 9.03.04 suggested cross reference and check on <br />submittals to outside agencies. Review submittal information for content and submittal numbers <br />to the City and consider adding a Wetland Plan to Subdivision 3 Information Requirement. <br /> <br />Hoisington Koegler Consultant Gordon suggested the possibility of going to a lesser standard for <br />section 9.03.05 Subdivision 1 Variance. <br /> <br />Councilmember Hendr/ksen replied that he would not agree to a lesser standard because he feels <br />that there is a great deal of latitude available with the hardship standard. <br /> <br />Commissioner Nixt stated that he has not seen any reason to relax the standards. <br /> <br />-31 - <br /> <br /> <br />
