The
responsibilities of the position included assisting the Parks/Utilities Supervisor in
directing the seasonal employees along with the normal duties of a Public Works
Maintenance Worker. The desired outcome of the establishing the position was to
maximize the efficiency of labor hours spent in the field. In addition the temporary
position would extend an opportunity to an existing Public Works Maintenance Worker
to further develop his/her skills through increased problem solving, communication,
training, and project direction.

Staff has been very pleased with the accomplishments of the temporary Lead Person
position and would like to recommend that Council consider .extending the temporary
position until 2001. Despite the end of summer, the Public Works department continues
to utilize relatively inexperienced seasonal help. It is anticipated seasonal workers will be
supplementing the workforce through early November when the ground finally freezes.
With the onset of winter, staff will begin recruiting several rink attendants who will need
training and supervision as well. Staff feels there' is adequate activity to keep a Lead
Person busy through the end of the year and there are funds in the Public Works budget to
pay the increased wage due to the absence of a full-time Public Works Maintenance
Worker for much of the year.

Stall' Recommendation:

Staff recommends continuing the temporary position of Public Works Lead Person
through December 31, 2000, at the previously stated wage increase of $1.96 per hour.

Committee Action:

Motion to recommend that City Council authorize the continuance of the temporary
position of Public Works Lead Person through December 31, 2000 at the previously
stated wage increase of $1.96 per hour.

Reviewed by:
City Administrator
Director of Public Works

PC: 10/10/00

-01-
