When the severe storm <br />hit the area in 1997, there was still debris sitting on the property a year later and when they <br />approached him about the debris Mr. Boyum responded that he would be having someone out to <br />bury the debris which is also against City code. Ms. Larson stated that the only person that <br />would benefit from the variance is the applicant and the other residents along Bowers Drive are <br />against the request because they pride themselves on the spaciousness and the foliage in the area. <br /> <br />John Mueller, 14650 Bowers Drive, Ramsey, stated that he agreed with the Larsons and is <br />opposed to the variance request with some reluctance because he could possibly be in the same <br />situation as Mr. Boyum in the future. He noted that the reference Mr. Boyum made to a previous <br />property being in a similar situation had some merit when comparing the setback, but that is the <br />only portion that has some merit because that property owner did not intend to have a structure <br />that close to an existing structure. Mr. Mueller stated that he could empathize with Mr. Boyum <br />on not wanting to move his home any further back, because they had a similar situation with <br />their home. He stated that the quality of life issue is significant and would feel the exact same <br />way if he was in the Larson's situation. He also questioned if Mr. Boyum is really intending to <br />occupy the home or only build a home to make money on. Mr. Mueller requested that the <br />variance be denied. <br /> <br />Brian Olson stated that he lives across the street from Lot 30 and is opposed to the variance <br />because he feels that it will impact the resale value of the Larson's home and may impact his <br />property also. <br /> <br />John Jacobson, 14691 Bowers Drive, Ramsey, stated that he was opposed to the variance request, <br />but would not be opposed to Mr. Boyum constructing his home farther back on the property. <br /> <br />Ann Tolkinen, 14503 Bowers Drive, Ramsey, stated that when Mr. Boyum bought the existing <br />home, his intention was to build two homes and if he would have moved the existing home to sit <br />entirely on Lot 31 he would not be in this situation and for that reason she requested that the <br />variance be denied. <br /> <br />Mr. Boyum noted that the home will not be a walkout so no excavation will be necessary. <br /> <br />Chairperson Nixt noted that the Board of Adjustment is only addressing the variance request at <br />this time not the structure. <br /> <br />Mr. Boyum replied that most of the arguments have to do with the side yard setback and noted <br />that he is not requesting a variance to the sideyard. He stated that he is disappointed that the <br />Larson's side view is of greater importance than his ability to see the fiver. He indicated the <br />pictures that were presented by Mr. Larson of the current conditions of the property are no longer <br />true because the property has been cleaned up and he intends to. remove the debris from the <br />existing home when he constructs his new home.
