In order for them to '-: continue witl-i.~COnstruction they had to construct the ponding and the necessary work was done "land approved'::" A topograph/cal map was completed and used by the governing boards to det~nn/ne that the ponding and drainage would accommodate the major floods without leaving the praises. There were thousands of dollars charged to them to do the work atler the financing was. completed.
