JOINT LAW ENFORCEMENT COUNCII, AGREEMENT ADDENDUM #1 THIS AGREEMENT ADDENT)UM is made by and between the County of Anoka, the Cities of Anoka, Blaine, Centervitle, Circle Pines, Columbia Heights, Coon Rapids, Fridley, Lexington, Lino Lakes, Ramsey, St. Francis, and Spring Lake Park, and the Circle Pines-Lexington-Centerville Joint Municipal Police Commission. RECITALS: (1) In 1970, the Anoka County Joint Law Enforcement Council was formed by a joint powers agreement and was modified by an agreement executed in 1982 to add a number of cities in Anoka. County.. (2) The county, cities, and police commission named above (herein "parties") wish to enter into this agreement addendum to amend the Joint Law Enforcement Council Agreement in order to add the Cities of Centerville and St. Francis as parties to the agreement, and to make other appropriate amendments to the parties' agreement. NOW, TEIEREFORE, TB'E PART[ES AGREE TO AMEND THEIR AGREEMENT TO ENCLUDE THE FOLLOWENG: The first paragraph in Section 2 of the.Joint Law Enforcement Council A~eement is amended to read as follows: That it would be subject to the management ora council of 26 whose membership would be constituted by appointment on an annual basis by each of the participating governmental units of their Chief of Police together with one other individual to be appointed by the City Council; provided, however, that if' a participating governmental unit contracts with the Anoka County Sher/ff for police services, it shall be represented by the Anoka County Sheri~ Provided further, however, that the cities of Centerville, Circle Pines and Le,,dngton and the Circle Pines-Lexington-Centerville Joint Municipal Police Commission shall be represented by their Chief of Police and the Chairman of the Joint Municipal Police Commission; and that the County would be represented by the Sheriff and four individuals appointed by the Board of County Commissioners, two of whom shall be Anoka County commissioners and two of whom shall be appointed upon the recommendation of the Anoka County Sheriff. That the 26'h person would be appointed by the Council to serve as chairman whose responsibility would be to act as chairman of the different meetings of this Council, whose only vote would be in the case of a tie. That these appointments would be made by the various councils to be effective on the first day of each year and continuing until a successor has been duly appointed and qualified.. -166- I I I I I I I I I !
