! ,! ! I I I I I I I I I I I I I' I I I 1. The name shall be: ANOKA COUNTY JOINT LAW ENFORCEmeNT COUNCIL. 2. That it would be subject to the management of a council of 23 whose membership would be constituted by appointment on an annual basis by each of the participating governmental units of their Chief of Police together with one other individual to be appointed by the Village or City Council; provided, however, that the'cities of Circle Pines And Lexington and the Circle Pines-Lexington Joint Municipal Police Commission shall be represented by their Chief'of Police and the Chairman of the Joint Municipal Police Commission, and that the County would be represented by the. Sheriff and one other individual to be appointed by the Board of County Cc~issioners. In addition, the Board of County Commissioners shall appoint two individuals: one to represen~ the unincorporated areas with th~ County and one ~o represent the incorporated areas in the County who do not have a police depaartment with at least six full-time police officers. That the 23rd person would be appointed by the Council to serve as chairman whose responsibiliny would be to act as chairman of the different meetings of this Council, whose only vote would be in the case of a tie. That these appointments would be made by the various councils to be effective on the first day of each year and continuing until a successor has been duly appointed and qualified. And further, the first meeting of the Council shall be called by the chief of the most'populous city for the purpose of organizing the Council and after the Council is organized, its members shall determine the method, time, place and frequency of their subsequent meetings. The Council shall adopt such rules and regulations for the conduct of its business as may be expedient and necessary and comformable to law. -2- -173-
