A PARCEL; <br /> CASE OF AMY ROSS <br /> By: Megan Wald, Community Development Assistant <br /> <br />Background: <br /> <br />On September 8, 2000, the City received an application from Amy Ross for a conditional use <br />permit for a private dog kennel to maintain a maximum of six adult dogs on the property located <br />at 8100 154th Ave. NW. <br /> <br />Ms. Ross trains collies to be confirmation dogs (competition dogs judged on their grooming) and <br />would need the flexibility to house 3-6 collies on the property during the short period while she <br />trains or prepares the dogs for a competition. Ms. Ross does not intend to maintain ail six (6) <br />collies on the property on a regular basis, however she would like the ability to house up to six <br />(6) collies if she needed to for a couple of days. On an average the applicant intends to maintain <br />approximately 3-4 debarked collies on the property at any given time. ' <br /> <br />The following items are enclosed for your information: : ' <br /> <br />a) Site location map <br />b) Site plan and description of proposed request <br />c) Three letters received opposing the request <br />d) Map of parcels in favor and parcels opposed to the request <br />e) Draft Planning Commission meeting minutes dated October 3, 2000 <br />f) Proposed findings of fact <br />g) Proposed conditional use Permit <br /> <br />Notification: <br /> <br />In accordance with State Statute City Staff sent notification of the public hearing to property <br />owners within 350 feet of the subject property. <br /> <br />Observations: <br /> <br />The Planning Commission reviewed the application and held a public hearing on October 3, <br />2000. The Planning Commission recommended that the City Council approve Amy .Ross's <br />request to maintain up to six dogs on her property. <br /> <br />The City Council reviewed the conditional use permit request on October 24, 2000 and sent the <br />item back to Staff to make a few modifications to the conditional use permit. The Council <br />wanted language in the conditional use permit stating that the permit only pertains to Amy Ross <br />while she is the fee title owner of the subject property. The City Council directed Staff to <br /> <br />-235- <br /> <br /> <br />
