-26- <br /> <br />funded by a combination of revenue sources which may include TIF revenues, special <br />assessments, utility fees, and bonding. City revenues would increase with the new development <br />spurred along the Highway #10 corridor. The usage revenue alone could pay for the cost of <br />construction of the sanitary sewer and water trunk lines in a 10 to 15 year period. <br /> <br />Mayor Gamec replied that the key is the commitment on the development part. <br /> <br />City Administrator Norman replied that that was correct. The City should not move forward <br />with the project unless the City starts entering into development agreements with developers. <br /> <br />Councilmember Hendriksen inquired if staff is proposing that the entire extension be completed <br />at one time. <br /> <br />City Administrator Norman replied yes. <br /> <br />Economic Development Authority member Blaha inquired if there is a cost savings by <br />completing the project all at once. <br /> <br />Mayor Gamec replied that it might be possible to receive a better bid by completing the project <br />all at once. <br /> <br />Councilmember Hendr/ksen stated that the City might find some cost savings, but not enough to <br />cover the debt the City would incur if there were property let~ vacant. He questioned what the <br />approximate land consumption rate was for the Anoka Industrial Park. <br /> <br />Economic Development Consultant Mulrooney estimated that they consume between 15 to 20 <br />acres per year. <br /> <br />Councilmember Hendr/ksen replied that this property would have availability for 100 years <br />based on the land use in Anoka. <br /> <br />City AdminiStrator Norman noted that a lot of the property would be residential which sells at a <br />much faster rate. <br /> <br />Councilmember Hendriksen stated that he does not think the City should use its commercial <br />space for residential development when businesses will need to be the tax base for the City.. <br /> <br />Mayor Oamec replied that there are some cities that have focused on industrial development <br />rather than residential and know they do not have the people to support the industrial park. <br /> <br />Councilmember Hendriksen stated that the City of Ramsey is not in danger of having to much <br />commercial/industrial development. <br /> <br />City Council/September 26, 2000 <br /> Page 4 of 5 <br /> <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br /> <br />
