CHARTER COMMISSION <br />CITY OF R,ad¥ISEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey Charter Commission conducted an informational meeting to inform the public of <br />the background for the Charter amendment questions on the November 2000 ballot. The <br />meeting was held on Wednesday, October 4, 2000, at the Ramsey Municipal Center, 15153 <br />Nov,then Boulevard NW, Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Chairperson Keith Kiefer <br />Commissioner Barry Childs <br /> <br />Members Absent: <br /> <br />Commissioner Dennis Donovan <br />Commissioner Marguerite Henke <br />Commissioner Hannah LaMere <br />Commissioner Richard Netzloff <br />Commissioner Kathy Rosenow <br />Commissioner Virginia Spain Bdst <br />Commissioner Timothy Vogt <br /> <br />Also Present: <br /> <br />City Administrator James E. Norman <br />Assistant City Administrator Kim Moore-Sykes <br /> <br />CALL TO ORDER <br /> <br />Chairperson Irdefer called the informational meeting to order at 6:34 p.m..and noted that because <br />tb./s is an informational meeting, a quorum of the Commission is not necessary. <br /> <br />Case #1: Ballot Question Number One <br /> <br />Chairperson Kiefer read Question Number One Which reads as follows: Shall the Charter of the <br />City of Ramsey-be amended by adoption of an amendment that would increase the number of <br />Councilmembers of the City Council from four to six be effective with the general election in the <br />year 2002? He stated that the Charter Commission has been meeting for about three years <br />discussing various topics, i.e. primaries, changing the form of government from all our <br />Councilmembers running at large to being elected in a ward, or a combination of both. <br />Currently, the Mayor and four Councilmembers all run at large. Therefore, as it stands right <br />now, if the citizens vote to increase the number of Councilmembers, all six will mn at large. <br /> <br />City Administrator Norman stated that there were three main issues for discussion at the Charter <br />level: the number of Councilmembers, implementing a ward system and the need for a City <br />pr/mary. He explained the purpose of a primary. Ramsey currently has four members, on <br />Council - five with the Mayor. The ballot question would change the members from four to six <br />for a total of seven.
