I <br /> I <br /> I <br />I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> I <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CASE <br /> <br />REQUEST FOR AMENDMENT OF CONDITIONAL USE PERMIT FOR <br /> GREEN VALLEY GREENHOUSE; CASE OF WAYNE .DAVIS <br /> By: Community Development Director Sylvia Frolik ' <br /> <br />Background: <br /> <br />In 1977, Wayne Davis established the Green Valley Greenhouse on his homestead at 6530 Green <br />Valley Road. In 1990, Mr. Davis determined that an expansion of his warehouse would be <br />necessary. The subject property is zoned R-1 Rural Residential and agriculture is a permitted use <br />in that zone. However, the City Code definition of agricultural uses includes flower nurseries, <br />but without buildings. Therefore, Mr. Davis' operation was determined non-conforming and it <br />was necessary for the City to issue a Conditional use permit to. allow the expansion of the <br />warehouse. That permit stated that any future expansions or additions of permanent structures to <br />the facility would require amendments to the conditional use permit. <br /> <br />Notification: <br /> <br />In accordance with State Statute, City Staff attempted to notify all owners of property within 350 <br />feet of the Subject Property or the request and public hearing. <br /> <br />Observations: <br /> <br />On October 13, 2000, the City received an application fi.Om Mr. Wayne Da[is for an amendment <br />to his conditional use permit to add a 528 square foot structure to the site in which to house the <br />boiler for the greenhouse heating system. <br /> <br />The proposed structure will be sited between some existing greenhouses and will be hardly <br />visible from the public road. The exterior wails and roof are proposed to consist of a rigid <br />polycarbonate material like the surrounding greenhouses. The addition of the structure to the <br />property will not violate the 35% lot coverage restriction. The expanded use will not require any <br />additional site pavement or landscaping. <br /> <br />The Planning Commission met on November 6 and conducted a public heating.
