I EXTRACT OF MINUTES OF A MEETING OF THE CITY COUNCIL OF THE CITY OF RAMSEY, MINNESOTA HELD: December 12, 2000 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of Ramsey, Anoka County, Minnesota, was duly held on the 12'h day of December, 2000, at 7:00 p.m. The following members of the Council were present: and the following were absent: adoption: Member introduced the following resolution and-moved its RESOLUTION APPROVING THE MODIFICATION TO THE DEVELOPMENT PROGRAM FOR DEVELOPMENT DISTRICT NO. 1, APPROVING THE AMENDMENT TO THE TAX INCREMENT FINANCING PLAN FOR TAX INCREMENT FINANCING DISTRICT NO. 2 WITHIN DEVELOPMENT DISTRICT NO. 1, AND ESTABLISHING TAX IZqCREMENT FINANC]:NG DISTRICT NO. 8 THEREIN AND APPROVING THE TAX 12qCREMENT FINANcING PLAN THEREFOR; AND RATIFYING NOTICE PUBLICATION WHEREAS: A. The City of Ramsey, Minnesota (the "City"), has heretofore on August 27, 1985 established Development District No. 1 and adopted a Development Program therefor and established Tax Increment Financing District No. 2 therein and adopted a Tax Increment Financing Plan therefor, and it has been proposed that the City modify the Development Program for Development District No. 1, amend the Tax Increment Financing Plan for Tax Increment Financing District No. 2 within Development District No. 1, and establish Tax Increment Financing District No. 8 therein and adopt a Tax Increment Financing Plan therefor under the provisions of Minnesota Statutes, Sections 469.124 to 469.134 and 469.174 to 469.179 (collectively, the "Act"); and 1212291.2 -153-
