Norman, City Administrator <br /> <br />Background: <br /> <br />The City of Ramsey entered into a purchase agreement with the Anoka County Community' <br />Action Program, Inc. (ACCAP) on February 18, 1999. The purchase agreement would allow for <br />the sale of City-owned property at the intersection of T.H. #47 and soon-to-be-built Sunwood <br />Drive. The purchase agreement spelled out that a development agreement would be executed <br />between the parties, which would complete the sale of property owned by the City to ACCAP. <br /> <br />Staff has completed drafting the development agreement and is now prepared' for Council <br />consideration (development agreement attached to case). The development agreement calls for <br />the sale of the property owned by the City for compensation' in the amount of $169,000. The <br />document further states that a tax increment financing district will be created to support their <br />proposed housing development. Further, the document refers to an attachment described as <br />neighborhood development agreement, whereby commitments are made between ACCAP and <br />the adjacent neighborhood regarding a proposed housing project. <br /> <br />Recommendation: <br /> <br />The development agreement is spelled out in the purchase agreement executed on FebrUary 18, <br />1999, which contractually obligates the City to enter into the development agreement. Staff <br />would, therefore, recommend the City execute the development agreement. <br /> <br />Council Action: <br /> <br />Motion to execute development agreement with the Anoka County Community Action Progrmn, <br />Inc., contingent upon introduction and finally adoption of the City of Ramsey's required sale of <br />land ordinance. <br /> <br />- and - <br /> <br />Motion to introduce Ordinance authorizing the sale of certain City-owned property located in the <br />City of Ramsey. <br /> <br />Reviewed by: <br /> <br />Copies distributed to:' <br /> <br />City Administrator <br /> <br />CC: 12/12/00 <br /> <br />Community Development Director <br />City Attorney <br />Economic Development Consnltant <br /> <br />3 <br /> <br />-173- <br /> <br /> <br />
