He stated that the Council wanted to <br />express their gratitude to Arlene Stafford for her dedicated service to the City of Ramsey. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Cormolly, to adopt <br />Resolution #00-10-278 in appreciation to Arlene Stafford, Records Manager for the Ramsey <br />Police Department. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Anderson, Colmolly, Hendriksen, <br />and Zimmerman. Voting No: None. <br /> <br />Case #1: Proposed Ordinance to Establish Density Transition Standards for New <br /> Residential Development <br /> <br />Mayor Gamec closed the regular portion of the City Council meeting at 7:45 p.m. in order to <br />conduct a public hearing. <br /> <br />Public ltearing <br /> <br />Mayor Gamec called the public hearing to order at 7:45 p.m. <br /> <br />Presentation <br /> <br />Community Development Director Frolik stated that a very important aspect of the draft <br />comprehensive plan is that language which would establish density transition standards for new <br />development abutting existing development. The Chapter 9 Subcommittee (Councilmembers <br />Hendriksen and Zimmerman, Plam~ing Commissioners Nixt and Dempsey) was appointed to <br />work with Loren Gordon of Hoisington Koe.gler Group to review and amend, as'necessary, the <br />City's zoning regulations (City Code Chapter 9) to implement the newly drafted Comprehensive <br />Plan. This group has been meeting regularly since July 27, 2000, and their first and major task <br />has been to draft an ordinance that would establish transition requirements between new and <br />existing residential development. All of the subcommittee meetings and some of the regular and <br />special Planning Commission meetings this far have been devoted to this specific amendment. <br />The purpose of the Charter amendment that requires a transition between new and existing <br />residential development of differing densities is to mitigate the impact higher density residential <br />development may have on existing, lower density neighbo~Zhoods. The Planning Commission <br />conducted a special meeting on Monday, October 16, 2000, to finalize the draft ordinance to <br /> <br />City Council/October 24, 2000 <br /> Page 7 of 31 <br /> <br />-43- <br /> <br /> <br />
