Mayor Gamec replied that presently the Council is not planning to add any charges, but that <br />could change in the future. <br /> <br />Councilmember Hendriksen inquired if he would he prefer to pay the extra 30 percent by <br />including the fee on the general fund. He explained that the Council chose this method because <br />they felt that it was fair to everyone. <br /> <br />Mr. Robie replied that he has never seen a situation where people are charged for runoff. <br /> <br />Councilmember Hendriksen stated that there are projects that have to be done because of runoff <br />problems and, as a Council, they had to determine a way to generate funds to cover those <br />projects. <br /> <br />Mayor Gamec noted that some of the businesses are paying $4,000 to $8,000 a year. <br /> <br />Councihnember Connolly explained that the County cannot add a fiat fee to the property tax <br />statements. It has to be based on the value of the property. <br /> <br />Finance Officer Lund stated that if the charge was added on the property tax statements then the <br />residents would be picking up the majority of the costs for businesses and churches. <br /> <br />Mr. Robie stated that the residents are the people who voted the Council in and they don't want <br />to see any more charges added on to their bills. It was his understanding that the general fund is <br />supposed to handle these types of charges. . ........... <br /> <br />Councilmember Connolly replied that there are identified projects that will be paid for by the <br />storm drainage utility. <br /> <br />'Mr. Robie stated that staff has indicated that the City will never be done With runoff projects. <br /> <br />Councilmember Hendriksen explained that a majority of the draiuage in the City of Ramsey is <br />handled by County ditches that have not been maintained for a 100 years and he hopes that once <br />the projects are completed the Cost should go down. <br /> <br />Mr. Holasek stated that street cleaning should be handled as part of the general fund budget.
