COUNCIL BUSINESS <br /> <br />Case #1: <br /> <br />Request for a Conditional Use Permit for a Private Dog Kennel to Maintain <br />more than Two Adult Dogs on a Parcel; Case of Amy Ross <br /> <br />Community Development Director Frolik stated that on September 8, 2000, the City received an <br />application from .Amy Ross for a conditional use permit fora private dog kennel to maintain a <br />maximum of six adult dogs on the property located at 8100 - 154th Avenue NW. Ms. Ross trains <br />'collies to be confirmation dogs (competition dogs judged on their grooming) and would need the <br />flexibility to house three to six collies on the property during the short period while she trains or <br />prepares the dogs for a competition. Ms. Ross does not intend to maintain all six collies on the <br />property on a regular basis; however, she would like the ability to house up to six collies if she <br />needed to for a couple of days. On an average, the applicant intends to maintain approximately <br />three or four debarked collies on the property at any given time. The City Council reviewed the <br />conditional use permit request on October 24, 2000, and sent the item back to staffto make a few <br />modifications to the conditional use permit. The Council wanted language in the conditional use <br />permit stating that the permit only pertains to Amy Ross while she is the fee title owner of the <br />subject property. The City Council directed staff to research the possibility of providing a <br />stronger term in the conditional use permit to expedite nuisance complaints. Staff discussed the <br />matter with the City Attorney and he stated that quoting section 5.09.03 SubdivisiOn 19, Dogs <br />Disturbing the Peace, of Ramsey City Code in the conditional'use permit is the most expedient <br />process to abate nuisance complaints. <br /> <br />Amy Ross, 8100 - 154'~' Avenue NW, Ramsey, presented the Council with a statement from her <br />two closest neighbors stating that they did not oppose her request. <br /> <br />Councilmember Connolly stated that she received two calls from residents who were concerned <br />with the request. <br /> <br />Councihnember Connolly inquired if she is not considered to be boarding the dogs, does that <br />indicate she owns all of the dogs. <br /> <br />Ms. Ross replied that she co-owns all of the dogs, but they live the majority of the time with the <br />other owner. <br /> <br />Councilmember Connolly inquired if she does any breeding. <br /> <br />Ms. Ross replied no. <br /> <br />Councilmember Connolly inquired if she would have any puppies on the property. <br /> <br />Ms. Ross stated that she may have one litter, but only if they are five or six weeks old. <br /> <br />Mayor Gamec expressed concern because there are a lot of dogs that run loose in the area. <br /> <br /> City Council/November 14, 2000 <br /> Page 7 of 19 <br /> <br />,81 <br /> <br /> <br />
