His quarterly charge at the City of <br />Ramsey is $381.53 (without changing the credit criteria ~tbr the modified method) and ~212.31 <br />(with the change to the modified credit criteria). ~ <br /> <br />City Staffrecommends that there be no change to the credit percentages in the existing resolution. <br /> <br />C~ty Calculation of Credits <br /> <br />As stated in the previous case to the City Council on' November la, 2000, the cost that can be <br />reasonably be expected to apply for a credit should be $200, $600, or $1,200 depending upon the <br />level of information that the person that is applying for the credit has. This information comes <br />directly fi-om the Consultant that we would hire if the decision was made to take on the <br />responsibility of calculating these credits. This is also under the assumption that the information is <br />provided to them. There is a direct correlation to the amount that would be charged and the time it <br />takes to complete these tasks. <br /> <br />Staff believes that although the existing credit application can be cumbersome, it clearly defines the <br />criteria that enables a property to receive a credit. It is also reasonable to expect the property owner <br />· to supply the information necessary to justify that adjustment. In this manner, all of the property <br />owners in the City are treated equally. <br /> <br />I <br />I <br />I <br />I <br /> I <br /> I <br /> I <br /> i <br /> I <br /> I <br /> I <br /> <br />If the responsibility of assigning credits comes to the City of Ramsey, there is a liability that <br />someone was treated unfairly. This could also set the City up to be accountable for sometimes <br />scarce information on prior developments. <br /> <br />At the 11./21/00 Public Works Committee meeting there was discussion of making a pre-application <br />for the credits available for the storm drainage utility. This pre-application would be much easier to <br />till oat and would require a site inspection by the City Engineer to determine the size of the outlet <br />structure that qualifies the property for a credit. The advant_.age of introducing a pre-application to <br />t. ke procedure is to possibly eliminate the need for the property owner to hire an Eng/neer to <br />perform the calculations that are required to get a credit. Upon receipt of the pre-application form, <br />the City Engineer would make a site inspection.to de{ermine if it is intuitively obvious whether a <br />credit should be receivedY'~12' there is uncertainty whether or not the property would be ehgible for <br />the credit that has been applied for, then the property owner may be asked to take the next step and <br />make a formal application. The formal application could require the signature of a Licensed <br />professional en.gineer. <br /> <br />City Staff recommends the introduction of a pre-application to the credit procedure to make it easier <br />· for a property owner to apply for a credit. We also recommend that th.is form ask whether or not the <br />pond or structure that would make the property eligible for the credit is completely owned and <br />maintained by the property owner. We further recommend that the formal application process <br />include' the requirement that a certified professional en~neer sign the formal' credit application. <br /> <br />Recommendation: <br /> <br />Adopt attached resolution MOD[F'YING THE CREDITS AVAILABLE :FOR THE STORM <br />DR,&INAGE UTILITY <br /> <br /> <br />
