The major <br />disadvantage of a charter is that any legal interpretations of <br />authority or powers requires independent opinions based upon your <br />own charter instrument. 'Statutory cities benefit by the fact that <br />many other cities and the State legislature share the c~st of <br />uniform interpretations and opinions. <br /> <br />A final point. As we discussed, City staff is neither opposed to <br />· nor supportive of a ward system or a home rule charter. I would be <br />happy.to continue to provide you with additional information if it <br />would be helpful to you. If you wish to pursue this matter <br />further, it would be appropriate to forward a letter to that effect <br />to our office and we-will bring it up to the City Council at a <br />future meeting.
