CASE #3 <br /> <br />Ct{ARTER SECTION 3.2.2 AND PRECINCTS BOU/qDARIES <br /> By: William K. Goodrich, City Attorney <br /> <br />Background: <br /> <br />At the Commission meeting on November 19, 1998 you asked whether <br />the Charter Section 3.2.2 restricting the City to three precincts <br />should be amended or deleted. <br /> <br />Charter Section 3.2.2 provides as follows: <br /> <br />The precinct boundaries shall correspond to those adopted <br />and revised periodically by council. There shall be <br />three (3) precincts and they shall approximate each other <br />in population. <br /> <br />For your information, Minnesota Statutes defines a precinct as a <br /> <br />" geographical area the boundaries of which are <br />established for election purposes in accordance with <br />Section 204B.14." <br /> <br />Exhibit E attached is a memorandum from the League of Cities <br />containing helpful information on Primaries, Precincts and Polling <br />places. <br /> <br />As you know, a Charter Amendment is required to change the number <br />of precincts in the City.
