CC CASE # / <br /> <br /> CONSIDER PLACING VARIOUS ISSUES ON THE BALLOT <br />FOR VOTERS CONSIDERATION AT THE NOVEMBER 2000 ELECTION <br /> <br />Kim Moore-Sykes, Assistant City Administrator <br /> <br />Background: <br />For the past few years, the Charter Commission and the City Council have been discussing <br />several issues regarding the governance of the City of Ramsey. These have included term limits <br />for elected officials; city manager or city administrator form of municipal government; <br />implementing wards; expanding precincts; having primaries for local elections; and increasing <br />the number of councilmembers to seven. Of these issues, term limits for local elected officials <br />was made illegal in 1995; the City did expand the numbers of precincts; and no decision was <br />made regarding the issue of changing to city manager form of government and was dropped from <br />further discussion. The remaining issues of having primaries for local elections, implementing a <br />ward system, and increasing the council size have continued to be items of discussion. Attached <br />to this case are copies of documentation and research that Staff have presented to the Charter <br />Commission and the City Council as these issues were discussed. <br /> <br />Observations: <br />Council and Charter Commission met in worksession before the August 22, 2000 Council <br />meeting and discussed the disposition of these issues. It was the consensus that these issues were <br />not "housekeeping" items that the Council could take action on, but rather items that should be <br />put before the voters by ballot. The City Administrator reported that the Charter Commission <br />needed to meet and authorize the placement of these items on the November ballot. <br /> <br />The City Administrator also reported that the City Clerk advised him that if the Charter decided <br />to place these issues on the ballot, they need to be submitted in final form to Anoka County by <br />September 12. In order to accommodate this deadline, the Charter Commission Chair called for <br />a Charter Commission meeting.
