Zoning Administrator Frolik replied that Code requires all natural or pre-fabricated stone, but in
this situation, the aluminum siding would be more compatible with the adjacent residential
neighborhood.

Councilmember Hendriksen replied that ifhe were a business owner and did not want to comply
with the brick requirement he would be pointing to the case saying it wasn't required for this
si tuation.

Councilmember Connolly requested that the motion include Monarch Homes work with Staff on
appropriate screening vegetation.

Motion by Councilmember Connolly, seconded by Mayor Gamec, to grant site plan approval to
the proposal for Monarch Homes contingent upon compliance with the City Staff letter dated
September 28, 1999, and the recommendation of the Planning Commission on October 5, 1999,
in regards to the brick, and that Monarch Homes works with Staff on appropriate screening
vegetation.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Connolly, Anderson, and
Zimmerman. Voting No: Councilmember Hendriksen.

Case #8:

Consider Improvement Project #99-63 Construction of Sewer and
Watermain along Sunfish Lake Boulevard

City Administrator Norman stated that on August 10, 1999, a public hearing was concluded on
Improvement Project #99-63, the extension of sanitary sewer and watermain to the Waltek
property. The sixty-day comment period ended October 9, 1999. On Friday, October 8, 1999, a
petition signed by four of the five benefited properties opposing the project was received by the
City. The City Charter prevents the authorization of this project under 429 (assessment) process
for a minimum of 12 months. Since the Council has made certain commitments to Waltek to
provide sewer and water services, the Council may wish to consider authorizing the project as a
utility project.

Councilmember Hendriksen inquired as to the total cost of the project.

City Administrator Norman replied $163,000.

Councilmember Hendriksen questioned the amount that would be owed by Waltek.

City Administrator Norman replied $58:000.

Councilmember Hendriksen inquired if some of the project will include watermain looping.

City Council/October 12, 1999
Page 17 of28

~9s'
