<br />Councilmember Hendriksen stated that it becomes a problem when water is draining from one <br />property onto someone else's property. <br /> <br />Mr. Dillon replied that if a property owner cannot provide appropriate drainage for his property <br />then he should not be allowed to develop the property. <br /> <br />Edward Hamilton, 6615 Highway #10, Ramsey, stated that he is opposed to the subdistrict, and <br />did not think any decision should be made without a feasibility study. <br /> <br />Motion by Councilmember Zimmerman, seconded by Councilmember Connolly, to close the <br />public hearing. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, CounciImembers Zimmerman, Connolly, <br />Anderson, and Hendriksen. Voting No: None. <br /> <br />The public hearing closed at 7:46 p.m. <br /> <br />Council Business <br /> <br />Mayor Gamec called the regular City Council meeting back to order at 7:46 p.m. <br /> <br />--;?' <br /> <br />Mayor Gamec inquired if the Council will look at the project first and then have a feasibility <br />study prepared. <br /> <br />City Attorney Goodrich replied that first a feasibility study needs to be completed and then <br />Council can look at the project. <br /> <br />Mayor Gamec inquired if establishing the district would not require any fees of the property <br />owners, and that the feasibility study will require another public hearing which will include costs <br />of the project. <br /> <br />City Attorney Goodrich replied yes. <br /> <br />City Administrator Norman noted that the only action being taken is whether or not to introduce <br />the ordinance. <br /> <br />City Attorney Goodrich reviewed the City ordinance process and questioned when the feasibility <br />study will be completed. <br /> <br />City Engineer Jankowski replied that the feasibility study should be completed in two weeks, by <br />the next Council meeting. <br /> <br />City CounciUNovember 9,1999 <br />Page 7 of 16 <br /> <br />t\\2~ <br />
