Councilmember Anderson referenced an article regarding a program that assists low-income
families with fixing up their existing homes, and she thinks it would be a project worth pursuing
in the future for the City of Ramsey.

Mayor Gamec explained that it is questionable as to how long the CDBG funds will be coming to
the City. There is a debate over how much funding should be given to the Cities for smaller
projects rather than being pooled for the County to use on a larger project.

Councilmember Zimmerman replied that if the money goes into a pool, it would probably not be
used in the City of Ramsey.

Councilmember Hendriksen noted that the funds have been used in the past for handicap
accessibility improvement project and he questioned if a portion of the remaining CDBG funds
could be used to make the old City Hall handicap accessible.

City Administrator Norman replied that it would be good to pursue the probability of using the
funds for the old City Hall.

Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to have Staff
contact the City Attorney to determine if they can advertising the reallocation of CDBG funds
without targeting any specific project and, if so, begin the 30-day comment period.

Motion calTied. V oting Yes: Mayor Gamec, Councilmembers Hendriksen, Connolly, Anderson,
and Zimmerman. Voting No: None.

Mayor Gamec noted that he has had several comments that the grooming of the old City Hall is
great and wanted to thank Staff for their work.

Councilmember Connolly noted that the exhaust pipe for the furnace is slanting down towards
the furnace and concerned that it will cause the furnace to rust.

Director of Public Works Kapler replied that the building was recently hooked up to natural gas
and since it is not being used this winter they will not heat the building, but he will look into the
pIpmg Issue.

Case #6:

Introduction of Ordinance to Repeal Ordinance #98-05

Director of Public Works Kapler stated 'that on August 24, 1999, Staff presented Council with a
case to adopt an ordinance (#99-11) to vacate the 'bulb' on the eastern terminus of McKinley
Street. A similar ordinance was adopted in 1998 (#98~05) for the same purpose but with a
typographical error in the legal description. The error was corrected with the adoption of #99-11.

City Council/October 26, 1999

"^ \ \3
