Chairperson Cook reviewed the Lawful Gambling Fund Improvement Program,

Consensus of the Commission was to hold the funds to see if any requests are received,

Case #3:

Discuss program to Replace Rented Portable Toilets with Permanent "Pit"
Toilets

Parks/Utilities Supervisor Boos stated that at the November's meeting, the Commission
discussed a program, whereby each year a single park would receive a pit latrine to replace the
rented toilets. The following are some advantages or considerations:

. Pit latrines usually seem cleaner and therefore more pleasant for park users.
. The pit latrines are more aesthetically pleasing.
· Pit latrines would be available year around.
· Pit latrines are handicap accessible.
. Each month, the plastic rented units cost approximately $60 each; eventually the permanent
structure would be paid for in rent savings.
. The rented plastic units are frequently vandalized. A permanent structure may be less prone
to vandalism.
. The same successful bidder each season for the unit rental (and weekly service) would be
required to service the city~owned facilities.

Chairperson Cook stated that the pit latrines last for many years, and can be moved if needed.

Commissioner Droegemueller inquired if the doors would be locked after certain hours.

Chairperson Cook replied that it would be possible to lock the doors if necessary.

Commissioner Droegemueller stated that Hennepin Parks are a little less accessible than City
parks and asked about vandalism.

Chairperson Cook replied that some of the Hennepin Parks have the pit toilets in heavily traffic
parking areas and they see very little vandalism. Any vandalism that does take place is usually
fire, but usually do not lose the whole building, Satellites are much more likely to be vandalized
and burned completely.

Commissioner Asfahl questioned the cost of constructing each unit.

Chairperson Cook replied it is $1,500 to $1,800 for the building and the vault is an additional
$800 to have set. .

Commissioner Asfahl inquired if it would be a single stall.

Chairperson Cook replied yes, noting that they all would be handicap accessible.

Park and Recreation CommissionlDecember 9, 1999
Page 4 of6
