<br />City Administrator Norman replied that in his opinion, staff is following the direction that was <br />given by Council. <br /> <br />Councilmember Hendriksen stated that he is not disputing that the City will allow a P.U.D, but if <br />the plan is read by a developer who's goal is to build the most homes on a small piece of <br />property, the language opens doors for multiple family housing in a R-l residential district. <br /> <br />Mayor Gamec questioned if Councilmember Hendriksen had a recommendation for the correct <br />wording. <br /> <br />Councilmember Hendriksen stated that it would be impossible to review all of the wording <br />during the meeting. <br /> <br />Mayor Gamec suggested bringing the issue to a work session. <br /> <br />Community Development Director Shennan inquired if it was the intent of the Council to allow <br />any type of housing in any district. <br /> <br />Mayor Gamec replied no. <br /> <br />Community Development Director Shennan suggested having a separate district where there is <br />only single family housing allowed. <br /> <br />Mayor Gamec questioned if the Zoning Ordinance would cover the districts and what would be <br />allowed to be constructed in each area. <br /> <br />Community Development Director Shennan explained that when the Zoning Ordinance is <br />reviewed there will be several different types of zonings. She stated that the Comprehensive <br />Plan is a general guide and would allow the Council to reject a plan if they felt necessary to do <br />so. The Council has final authority over a P.U.D. <br /> <br />Councilmember Anderson stated that when she read the residential study she viewed things <br />differently than Councilmember Hendriksen. She referred to the proposed Pulte development <br />stating that it would be possible to build only single family homes on the southern piece of <br />property, but it would cause all of the trees to be removed and make just another typical single <br />family housing development. She stated that some people came to Ramsey to preserve the trees <br />and the wetlands and to maximize the ability to preserve those areas, the City needs to vary <br />things. Councilmember Anderson expressed that she would like to see the City keep trees and <br />wetlands and welcome more people to ~amsey, by offering all types of housing. <br /> <br />Councilmember Hendriksen stated that the only reason the property will be scraped down would <br />be because the developer is trying to put the maximum number of housing on the property, but a <br />developer is required to retain wetlands and if a developer keeps the trees he would have better <br />returns.
