I <br />i <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />CASE #2 <br /> <br />RECOMMEND PARK DEDICATION FOR UNNAMED <br />TOWNHOME DEVELOPMENT; CASE OF CHRIS BULOW <br />By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />On February 1, 2000, the Planning Commission recommended City Council approval of a sketch <br />plan for a 57-unit townhome development on 15.75 acres. The site is north of Industry Avenue <br />(County Road #116) and East of Dysprosium Street. Twenty-seven of the townhomes would be <br />"detached" and thirty would have a shared wall. The remaining 4.71 acres will be developed as <br />an apartment complex. The developer indicates that this will consist of 150 to 180 units. The <br />attached February Planning Commission case has a site location map, sketch plan, and additional <br />detail. <br /> <br />Observations: <br /> <br />As indicated, the project is at the sketch plan stage and some changes can be expected. The <br />Planning Commission for instance was concerned with traffic flow - noting that the west <br />intersection is quite close to that of Dysprosium Street and County Road #116 and that being an <br />already busy intersection, may have the effect of directing traffic through the existing residential <br />subdivision to the north. An independent traffic generation analysis will be performed prior to <br />the preliminary plat approval. <br /> <br />Within the past year, the Park and Recreation Commission specifically reviewed this site for <br />parkland dedication purposes. This was at the request of a neighboring resident. The consensus <br />of the Commission was that no additional parkland was needed. This should be qualified in that <br />densities were not discussed as part of the examination. The Commission did agree that <br />connections from this site to park destinations would be important. <br /> <br />It is staff's position that the existing parks in the vicinity will adequately serve the new 57 units. <br />As it relates to the proposed apartment building(s), some private open space may be required <br />similar to the private open space dedicated as part of the Sunfish Square townhome development. <br /> <br />It is strongly recommended that an eight-foot walk be constructed adjacent to at least the city <br />streets proposed in this plat. Following is a listing of the nearby recreational destinations and the <br />sidewalk/trail connections required to access them safely without an auto. <br /> <br />Flintwood Terrace Park <br />Playground, small backstop with grass infield, wetland and woods and trails leading to points <br />north and west. <br /> <br /> <br />
