Councilmember Anderson stated that she was concerned that several weeks ago they wanted to
form some kind of architectural standards for Highway #10 and no standards have been put
together and the issue of utilities in the area has yet to be resolved.

Mr. Winkels stated that it would be very easy to tie the drainage pond into a regional pond in the
future.

Councilmember Anderson replied that the City is trying to approach storm water drainage on a
larger scale.

Mayor Gamec stated that he thinks the plan gives Highway #10 a good start.

Councilmember Anderson inquired if the City is going to run into a problem with getting sewer
to the site.

City Administrator Norman replied that the adjacent neighbor has already contacted him
questioning when he could connect to the City utilities.

Councilmember Hendriksen questioned the importance of moving quickly with the project.

Mr. Winkels replied that they plan to start construction this winter because the business owner
currently has a space shortage.

Bob Diley, B&B Carpet, stated that his business has become very inefficient operating in their
current location and the lease for their warehouse space runs out on January 1, 2000t.

Councilmember Hendriksen questioned how many property owners will be affected by extending
the utilities and the current location of the utilities.

Mr. Winkels replied that the utilities are 800 feet to the east of the site and currently one
easement has been obtained and the other property owner has already requested sewer and water
to be connected on his property.

Councilmember Hendriksen inquired if the City will be paying for the utility project and then be
reimbursed by the property owners.

City Administrator Non:qan replied that the cost would be paid by the City and then be paid back
by assessment over five years.

Councilmember Hendriksen stated that the property owner that owns the RV lot will probably
not want to connect to sewer and water.

City Administrator Norman replied that staff will be recommending to defer their cost.

City Council/December 21, 1999

I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I
I'
I
I
