The other <br />issue is the required completion of right-of-access and right-of-way. A further update is that <br />TAB recently voted to remove the December 31st deadline. <br /> <br />· When does the Court require the deposit of funds for the right-of-way and right-of-access <br /> acquisitions? City Attorney Goodrich explained when the City wants access. <br /> <br />Councilmember Anderson inquired if the Court requires the condemnation funds be deposited by <br />the end of the year. <br /> <br />Would MnDOT agree to cover the construction engineering and inspection, which has been <br />estimated at $260,000? MnDOT has agreed to cover the in-construction costs for the T.H. <br />//47 portion of the project and will attempt to get the agreement in writing. <br /> <br />Has the State made a final decision on the signalization of the 142nd Avenue NW <br />intersection? If the signalization does not occur, would MnDOT support the extension of the <br />median through the 142"d Avenue NW intersection? If so, would MnDOT be willing to allow <br />four through-lanes in the area or contribute more funding to the project. MnDOT would be <br />in favor of extending the median through the intersection. The funding level would remain <br />the same. If the City desired to include two through-lanes in each direction with this project, <br />MnDOT staff may not object to the change in design; however, Metropolitan Council may <br />not allow it. All costs would be borne ~:7 the City. The project development reports would <br />need to be revised, and it is estimated that this would set the project back six to eight months. <br />Because of the delay, the project would lose the additional federal funding. <br /> <br />Counc. ilmember Hendriksen stated that there needs to be better clarification from the Met <br />Council. Are they opposed to having 142',d opened and unsignalized. <br /> <br />Determine the amount of assistance from Anoka County for the T.H. #47 project. The City <br />Administrator has set a meeting with the County Commissioner Dennis Berg to discuss a <br />financial commitment from Anoka County for the T.H. #47 project. <br /> <br />Councilmember Hendriksen stated that staff should investigate why MnDOT is demanding to <br />purchase right-of-access at the City's cost when they are not purchasing fight-of-way in their <br />areas. <br /> <br />City Administrator Norman replied that he will work with Levine on the issue. <br /> <br />Councilmember Hendriksen stated that he would also like to find out if MnDOT has funded <br />overpasses over state roads, like Highway #10. <br /> <br />City Council/December 21, 1999 <br /> Page 13 of 15 <br /> <br /> <br />
