Mayor Gamec replied that there should be someone else involved besides Mr. Jankowski in <br />approving change orders. <br /> <br />Councilrnember Hendriksen suggested adding language in the Agreement that change orders <br />would be approved by the City Administrator or designee. <br /> <br />Councilmember Zimmerman stated that previously the Council has set a dollar limit on what the <br />City Engineer can authorize for change orders and anything above that amount the City Council <br />would need to approve the change. <br /> <br />Councilmember Hendriksen inquired if the City Attorney should review the Agreement. <br /> <br />City Attorney Goodrich replied that he has reviewed the Agreement and is comfortable with it. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, to table the item <br />with the direction that issues be discussed to the Attorney's satisfaction. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers ,Hendriksen, Connolly, <br />Anderson, and Zimmerman. Voting No: None. <br /> <br />Case #5: Adopt Storm Water Drainage Utility Ordinance <br /> <br />City Engineer Jankowski stated that the creation of a storm drainage utility will generate a <br />revenue source that is necessary to undertake a number of storm sewer and drainage projects. He <br />explained that this year the City is planning on five storm water projects and plan to collect <br />$350,000 yearly from the fund. The anticipated residential rate would be $7.50 per quarter. <br /> <br />Councilmember Hendriksen stated that recently there has been 444 hearings and questioned the <br />impact of adopting this ordinance. <br /> <br />City Attorney Goodrich replied that the affected property owners would be assessed under the <br />444 as well as pay a Storm Water Drainage Utility fee. <br /> <br />Motion by Councilmember Anderson, seconded by Councilmember Hendriksen, to adopt <br />Ordinance #00-01 adding Section 4.80 (Storm Drainage Utility) to the Ramsey City Code. <br /> <br />A roll call vote was performed by <br /> <br />Councilmember Anderson aye <br />Councilmember Cormolly aye <br />Councilmember Zimmerman aye <br />Councilmember Hendriksen aye <br />Mayor Garnet aye <br /> <br />the recording secretary: <br /> <br />City Council/January 11, 2000 <br /> Page 10 of 17 <br /> <br /> <br />
