COUNCIL BUSINESS/PUBLIC HEARING Case#l: Consider Allocation of Community Development Block Grant (CDBG) Funds Mayor Pro tern Zimmerman closed the regular portion of the City Council meeting at 7:22 p.m. in order to conduct a public hearing. Public Hearing Mayor Pro tern Zimmerman called the public hearing to order at 7:22 p.m. Presentation Community Development Director Frolik explained that the County receives Community Development Block Grant (CDBG) funds from the Department of Housing and Urban Development (HUD). Since 1981, the County has retained about 28% of the funds for County- wide housing rehabilitation and economic., development planning. Anoka County has opted to distribute the remaining 72% of these funds to cities and townships based on a formula using population, age of housing, and percentage of poverty. The purpose of the meeting tonight is to accept public input. It was noted that information was received from Northwest Suburban Kinship requesting $500. Lynn Moran, RISE, introduced Ms. Bobeau who is a Ramsey resident and whose son receives RISE services. Ms. Moran stated her appreciation for last year's grant which was used to purchase vehicles. She advised of the service they provide, noting they serviced over 2,000 in 1999, which included 15 Ramsey residents. Ms. Moran stated that they also provide transportation to individuals who can't access public transportation. RISE is requesting a CDBG contribution of $2,000 which will purchase five vehicles and place lifts in two vans. Ms. Bobeau explained that Travis, her son, functions at a level of four years old, has been served by RISE for four years, and is currently working four hours each day. She stated that she advocates this organization and urged the Council to Consider their request for support. Nicole Maynard, Central Center for Family Resources-Bridgeview, introduced Vicki Clark, a client of Bridgeview. Ms. Maynard stated their organization has been in operation for 15 years, provides the community support mandated by the State Mental Health Act, and is partly funded by Anoka County. She stated they are currently located in a residential area in Spring Lake Park where they serve as a supportive organization and enhance quality of life. She advised that Bridgeview served 300 clients in 1999, with over 3,000 contacts through Bridgeview or outreach programs. Bridgeview is requesting a CDBG contribution of $500 which will be used to enrich their transportation program by expanding the days of service and expand service farther into Anoka County.
