MAYOR .43ND COUNCIL INPUT

I) Request for Work Session

City Administrator Norman presented the topics for discussion at the upcoming work session.

Councilmember Anderson stated that citizens are very interested in the benefits of having a high
school in Ramsey and now the public perception may be that An~d. over wants the high school.
She noted that the Council has not yet discussed this issue or made any indication concerning the
high school.

Councilmember Connolly stated that after Andover sites are exhaustively researched and
rejected, it appears they will then consider the Ramsey site.

Councilmember Hendriksen stated his belief that the site in Ramsey is not being seriously
considered which is why Ramsey has not been invited to the table.

Councilmember Anderson stated she believes there is a perception that a Ramsey high school site
is not strongly supported by the Council. Upon inquiry by Councilmember Hendriksen, she
agreed this issue has not been before the Council so she cannot support that statement.

Councilmember Hendriksen stated he does not think the Council should be openly discussing
comments before the Council is actually asked the questions. Otherwise, there will be no formal
discussions. He stated that he does not believe it is appropriate for Councilmember Anderson to
be holding this discussion without a question raised to the Council since Ramsey has not been
invited to the table.

Mayor Pro tern Zimmerman stated the School District has the final decision and he believes it is
poor policy to talk about a site without giving Ramsey an invitation in writing.

Councilmember Anderson stated her belief there is a perception that Andover is proactively
seeking the high school but nothing is being heard from Ramsey.

Councilmember Hendriksen disagreed and stated it may be that the School Board is proactively
seeking Andover and choosing to ignore Ramsey.

Councilmember Connolly stated that citizens indicated when they voted on the bond issue that it
was believed the high school would be located in Andover and that is what was being discussed
so it came as a surprise when the Ramsey site was mentioned. She stated it would be wonderful
if Ramsey residents provided input.

Councilmember Anderson asked if there is interest by the Council to locate a high school in
Ramsey.

City Council/January 25, 2000
