Box 506
Elk River, MN 55330

Re: Site Plan Review: Quadhomes at Mallard Ponds

Dear Mr. Bulow:

We are in receipt of your site plan to develop a qm}dho,.me development on Block 2 of the
proposed Mallard Pond subdivision in Ramsey. The-.stte.plan package conststs of Sheet lof 1
(Site Plan) prepared by John Oliver & Associates, dated )Y/lay 16, 2000, revision dated May 30,
2000. We are also in receipt of a 3 sheet set of structure elevations, foundation and floor plans
prepared by Pam McCullum's Drafting Service. We offer the following comments:

General: The site plan proposes to develop 9 quadhome structures on what will be platted as
Block 2 of Mallard Ponds. Mallard Ponds has received preliminary plat approval and will
consist of 26 detached townhomes and 32 twinhome units on Block 1; 36 quadhome units on
Block 2; and a .8 acre commercial site on Block 3. According to the zoning ordinance, multi-
family structures of 3 or more units are subject to site plan review and approval. Therefore,
the 9 quadhome structures are the subject of this review.

Zoning:. The City Council recently introduced an ordinance to rezone the subject property
from B-1 and B-2 Business to Planned Unit Development (PUD) to facilitate development of
the property with a mixture of housing styles.

Densi _ty: The PUD proposes nine quadhome structures or 36 units on Block 2 of the plat.
Block 2 is approximately 4.6 acres in size, including the wetland. This equates to a gross
density of 7.8 units per acre.. In the current comprehensive plan draft, this property is
targeted for high density residential development not to exceed 15 units per net acre. The
average density for the detached townhomes, twinhomes and quadhomes on Block I and 2,
exclusive of the commercial lot and wetland, is 6.8 units per acre

Streets and Access: Access to the site is proposed to be provided from a cul-de-sac extension
of 1404 Street NW to the east off of Dysprosium Street N.W. A right-in/right-out is also
proposed onto County Road ¢/116. Interior streets on Block 2 will be developed as private
roadways. The use of a private street is acceptable to the City, but the development
