discussed at a previous work session, with direction provided to develop a marketing campaign <br />with the assistance of Himle Horner to educate the citizens about the need for infrastructure <br />maintenance. <br />Councilmember Wise was under the impression this was something we were going to be doing <br />in- house. <br />Director of Public Works/Principal City Engineer Olson replied it was discussed at a previous <br />work session that it was thought that there was some money left over from the Himle -Horner <br />budget from their work on the COR and that is why they suggested a consultant at that time. <br />Councilmember McGlone Liked the idea of using an outside third party. <br />Councilmember Elvig stated we need to have good information and approach this carefully. <br />Mayor Ramsey was in favor of leaving it as an assessment and then go to the Charter <br />Commission and fix the counter- petition process. He didn't want to raise taxes high enough to <br />cover these costs. <br />City Administrator Ulrich stated it's a matter of getting support from the community for <br />whatever the solution is, whether it is a charter issue, franchise fee, tax increase, etc. Another <br />solution might be a special referendum, look for solutions, and bring forward to the public. <br />Mayor Ramsey commented we have to be aware of what cities around us are doing. <br />Councilmember McGlone didn't think the problem can be fixed. <br />Councilmember Elvig supported the idea of a resident -driven group to look at this and give <br />alternatives, and he felt this is the best place to start. <br />Consensus was to award a contract to Himle Horner for a cost not to exceed $43,000 to assist <br />with the public informational campaign and data gathering to initiate a street reconstruction <br />policy. <br />This will be brought to the City Council meeting on January 25, 2011. <br />MAYOR, COUNCIL AND STAFF INPUT <br />Noise Walls <br />Director of Public Works/Principal City Engineer Olson wanted to make the Council aware of a <br />future topic for the next City Council meeting on January 25 regarding the noise mitigation and <br />the walls on the east side of Sunfish Lake Boulevard, north of CSAH 116.
