COMMISSION BUSINESS <br /> <br />Case#I: Recommend Park Dedication for <br /> Program (ACCAP) Townhome Plat <br /> <br />the Anoka County Community Action <br /> <br />parks~Utilities Supervisor Boos stated that the County is proposing a tot-lot as part of the <br />ACCAP townhome project. This will be a privately owned and operated playground dedicated <br />for use by the occupants of the 30 rental units. There are no parklands proposed on the Park and <br />Trail Plan map that relate to this 11.3 acre site. The trail along Sunwood Drive is now complete <br />with the sidewalk constructed as part of the Trunk Highway #47 and Sunwood Drive project. <br />Staff recommended the following: <br /> <br />1. The Park and Recreation Commission approve upon the tot-lot to ensure its suitable in size to <br /> serve to townhomes. <br />2. The development agreement specify the tot-lot as continued to be operated by ACCAP. <br />3. The site plan identify a trail route over the ACCAP property parallel to Trunk lqighway #47 <br /> and at such time it may be constructed, that an easement be dedicated at no cost to the City. <br />4. That cash satisfy Park Dedication for the 30 units equating to $36,000. <br />5. That the trail fee be satisfied by a cash payment of $9,000. <br />6. ACCAP's engineer be required to m6et with City staff to detemfine which trees may be <br /> preserved prior to any construction at the site. <br /> <br />Commissioner Ostrum inquired if the design plan included any trees. <br /> <br />Parks/Utilities Supervisor Boos stated that there is a landscape plan which includes new trees, <br />but he was not sure if the trees that are indicated on the plan are existing or wheter they were lost <br />as part of the Trunk Highway #47 project. <br /> <br />Commissioner Ostrum inquired as to what the time frame was'on beginning the development. <br /> <br />Parks/Utilities Supervisor Boos replied that he was not sure if it would be started this year. <br /> <br />Chairperson Cook inquired if the plat provides for an easement along T.H. #47 if the <br />Commission were to chose that there should be a trail in the future. <br /> <br />Parks/Utilities Supervisor Boos replied that currently the trail is primarily on the east side of T.H. <br />#47. If there were to be a trail in the future on the west side ofT.lq. #47 it would be in conflict <br />with the development, but the Commission could request that a portion of the land be used for a <br />trail. <br /> <br />Commissioner Droegemueller inquired if the fence will run the length of the project. <br /> <br />Parks/Utilities Supervisor Boos replied that it was his understanding that the fence will be a six- <br />foot wood fence constructed along the length of the property. <br /> <br />Park and Recreation Commission/November 9, 2000 <br /> Page 2 of 5 <br /> <br /> <br />
